relay rejected issue

Hello,
You stated that:
bpowell@abc.com is rejected), but email bpowel@abc.com is accepted

So the difference is in the shortname "bpowell" as opposed to "bpowel".

From your description it is unclear if the recipient is an internal user in your Domino environment or an external internet domain. If abc.com is your local internet domain? If this is an internal user you can place bpowell (or bpowell@abc.com) under the User name field of the recipient's person document -> basics tab.
Once you make this change perform a Shift + Ctrl + F9 on the people & groups view.
